LONG BEACH, California—With a focus on saving money for fleet managers, Shell Fleet Solutions highlighted its new and improved Shell Card here at the NAFA Institute & Expo 2025.
Featuring Shell Card Business and Shell Card Business Flex, the new cards come with a host of benefits to provide convenience for drivers on the road and managers at the desk. Features include fuel rebates, payment flexibility, access to loyalty offerings, maintenance discounts, and more.
The Shell Card supports fleets with three pillars, Mohamad Kabbani, head of Shell Fleet Solutions U.S., explained to FleetOwner from the Shell booth at the show.

“We're aiming, basically, to lower their total cost of ownership,” Kabbani said. “We're improving their efficiencies to help them manage their fleets better, and we’re enhancing their security.”
Indeed, savings, security, and electrification are among the biggest concerns for fleet operators, and the new card program addresses all three.
Rebates
The Shell Card features tiered rebates on the fuel drivers buy at Shell’s vast network of stations every billing cycle—up to five cents per gallon for Shell Card Business Flex and up to six cents per gallon for Shell Card Business.
Shell Card Business Flex users are eligible for additional rebates of three cents or five cents per gallon at participating Shell rebate bonus locations, which can be found on the Shell station locator or the WEX DriverDash app.
Additionally, Shell Card Business Flex now supports fuel purchases at over 95% of U.S. gas stations and public EV charging stations nationwide. The card enables payment at a comprehensive network of EV charging stations, including Shell Recharge, Blink, AmpUp, ChargePoint, EVgo, EV Connect, Flo, and more to come.
Reporting tools
Both fuel and EV charging purchases are conveniently combined within billing statements, reporting, and data usage to help streamline fleet operations. Through DriverDash and WEX’s RFID technology, the Shell Card leverages WEX’s proprietary closed-loop payments network to increase the security of each transaction and to transmit charging behavior, driver identification information, and vehicle mileage to the fleet manager.
“You cannot really have the visibility over every single driver, what he or she is doing and how well they're doing it,” Kabbani said. “So fraud is a major, major challenge. We have certain enhanced features that help these fleet managers and directors basically minimize the level of fraud that they're seeing today.”
The new Shell Card supports Level 3 reporting and includes fleet management tools in one intuitive online portal—at the desk or mobile—plus free paperless billing.
Account assistance
Importantly, Kabbani noted, Shell Card holders with large fleets can take advantage of access to dedicated account managers to support all fleet management needs.
“Our account managers reach out to these customers, really listen to their issues, and aim to give them solutions that really fits what they're looking to have,” he said. “Our account managers are there to walk the customers through the benefits, to address their challenges, and help them reduce their total cost of ownership.”
For example, fleets have the ability to customize the parameters and controls that trigger alerts for misuse of the card, Kabbani added. And not only will Shell’s account managers guide customers through the setup process, they’ll review the account and suggest improvements.
“The account management piece is a real winner,” Kabbani said. “It’s like a guide, a person who's here in the U.S., who's really looking to support you and get you the utmost value.”
More, and more to come
Other additional benefits of the new card program include preventive maintenance services through the Jiffy Lube Fleet Program, including discounts of up to 20% at participating Jiffy Lube locations. The customizable program helps avoid interruptions to fleet operations and offers flexibility over services, billing, payments, and scheduling.
The Shell Card also offers Fleet Rescue 24/7 emergency roadside assistance for fleet vehicles, with mobile payment that eliminates out-of-pocket expenses for drivers.
The Shell Card and popular Fuel Rewards program can be used together, providing extra benefits for fleet drivers at participating Shell stations. When drivers enroll in the Fuel Rewards program, they can save at the pump for their work vehicles and personal vehicles. They can even earn additional savings by purchasing select convenience store items, dining out at participating restaurants with a linked card, and shopping with many well-known brands.
The Shell Card Business and Shell Card Business Flex programs are designed to serve the needs of different fleets better. Shell Card Business is best for small to mid-sized businesses with predictable fuel patterns, whereas Shell Card Business Flex is best for larger businesses with broader footprints and a need for tighter control over spend.
Both cards are great options for Class 1 through Class 6 vehicles. The new cards replaced the Shell Fleet Plus, Shell Small Business, and Shell Fleet Navigator cards.
"The Shell Card is the key to transforming the management of your fleet with actionable data to help control costs and improve operations, and technology that can improve data security and enable your electrification journey,” Kabbani said. “We have some really advanced features in place, but we are also looking to add some more advanced features, as well, in the future.”
Survey preview
As an aside, Kabanni also hinted at some interesting results in a new Shell Fleet Solutions survey, with a decided drop in fleets’ enthusiasm for electric vehicles.
“It is mainly due to economical considerations and infrastructure limitations,” Kabanni said. “That caused many of these entities to kind of re-shift their focus. But, that said, we still see many entities that are really interested that hybrid [approach], starting to electrify their fleets, focusing on maximizing their savings on the conventional or the internal combustion engine fleets.”
These results will be made public in early May.
